How would the Agency be governed?

The IAEA model of two policy-making bodies would be retained; the IAIA General Conference would meet in a hybrid format and the 35-member governing board would be reconstituted to include 20 representatives of member states as well as a smaller number (15) of associate member representatives from big tech.

The IAIA would incorporate control mechanisms, ensuring the majority of the board of governors consists of member state representatives, with no member holding veto power. This collaborative framework would be a unique and powerful combination to effectively exercise oversight, reduce the risk of regulatory capture, maintain market stability and plan global AI improvements.

While they are not perfect, the IAEA’s governance structures provide a ready framework to integrate big tech’s influence with member states’ reclaimed authority.

Grand Bargain

The success of the ‘Grand Bargain’ enshrined in the Nuclear Proliferation Treaty depended on balancing obligations and foreseen benefits between nuclear and non-nuclear states.

The precursor to this was a bilateral agreement between the two superpowers of the era: the USA and the USSR. To reach consensus on the establishment of the IAEA, both nations agreed to institutional oversight of nuclear technology, ensuring civilian use while preventing proliferation. The USA committed to technological cooperation with non-nuclear states, while the USSR accepted international inspections within its nuclear programs—an unprecedented compromise that laid the foundation for global nuclear governance.

A new
Grand Bargain

We propose a bold strategy: in effect, a new Grand Bargain for global AI collaboration. The IA agency must include diverse perspectives between AI-rich and AI-poor nations.

The precursor this time must be a bilateral agreement between the two superpowers of today: the USA and China. With US dominance in AI no longer guaranteed and China rising as a formidable competitor, both nations may recognize that unilateral control is unsustainable. Rather than allowing a fragmented AI landscape to emerge—where new rivals challenge their supremacy—they could align on a structured global framework that entrenches their leadership while managing the competitive dynamics of rising AI powers.
